How to transport a pet to the EU: the short answer

To transport a cat or dog from Ukraine to the EU, the animal needs: a microchip, a rabies vaccination, a blood test for rabies antibodies, and a veterinary document (an EU passport or certificate). Because of the test and the waiting period, you need to start preparing well in advance — 3-4 months before the trip.

Below is a step-by-step guide, because the order matters: if you do something out of sequence, the documents will be invalid.

Step 1: microchip and rabies vaccination

First, the animal gets a microchip implanted, and only then the rabies vaccination. If the vaccination is given before chipping, it won't count, and you'll have to start over.

The rabies vaccination is given to animals aged 12 weeks or older. The chip and vaccination data are entered into the veterinary passport.

Step 2: antibody test (mandatory for Ukraine)

Ukraine is among the countries for which the EU requires an additional blood test for rabies antibodies. The blood sample is taken no sooner than 30 days after vaccination, at an accredited laboratory; the result must be at least 0.5 IU/ml.

After a successful test, there's a waiting period — typically around three months before entering the EU. That's exactly why you can't pull this together in a week: plan ahead.

Step 3: veterinary certificate or passport

An EU veterinary certificate (Animal Health Certificate) is issued for entry. It's valid for no more than 10 days before crossing into the EU. If the animal already has a valid EU passport, a separate certificate may not be needed.

Rules are updated periodically, so confirm the current requirements with the State Consumer Service or your vet before the trip.

Tips for the road and coordinating with the carrier

What's worth preparing for a comfortable trip:

  • a carrier sized appropriately for the animal;
  • water and familiar food, spare puppy pads;
  • don't feed the animal a large meal before departure;
  • bring all veterinary documents in original form.
